1. General Provisions
This Anti-Money Laundering, Counter-Terrorist Financing, and Compliance Policy (AML — Anti-Money Laundering), Customer Identification Policy (KYC — Know Your Customer), and Transaction Monitoring Policy (KYT — Know Your Transaction) establishes mandatory rules and procedures applied by MonetaGO.exchange when providing digital and fiat asset exchange services.
This Policy is mandatory for all Users and all transactions conducted through the Service, without exception.
MonetaGO.exchange applies a Risk-Based Approach, whereby the scope and depth of verification procedures are determined by the risk level of a specific transaction and/or User.
2. Acceptance of the Policy
By using MonetaGO.exchange, the User confirms and guarantees that they:
- have fully reviewed this Policy;
- accept all its terms without reservations;
- provide accurate, complete, and up-to-date information;
- act on their own behalf and in their own interests;
- are the lawful owner of the assets and payment instruments used;
- use the Service exclusively for lawful purposes;
- understand and accept the Service’s right to apply AML/KYC/KYT measures, including transaction suspension, asset blocking, refusal of service, and asset return under the conditions set forth in this Policy.
3. AML / KYT Monitoring
MonetaGO.exchange conducts mandatory monitoring of all transactions using:
- automated blockchain analytics systems;
- internal risk assessment and classification algorithms;
- data and requirements provided by analytical and payment partners.
Each transaction is analyzed with regard to asset origin, wallet and account history, transaction patterns, jurisdictional and sanctions risks, as well as other risk indicators.
Risk assessment methods, algorithms, and criteria are confidential and are not subject to disclosure to Users.
4. Risk Categories and Thresholds
4.1 Risk Thresholds
- The maximum allowable aggregate transaction risk is 60%.
- Transactions with a risk level between 50% and 60% are subject to mandatory additional review.
- Transactions classified as High Risk are not processed automatically.
4.2 Critical Risk Categories (0%)
Transactions associated with the following categories are not serviced and are subject to blocking:
- Child Exploitation
- Terrorism Financing
- Dark Market / Dark Service
- Ransomware
- Mixing / Tumbling (Mixer)
- Stolen Funds
- Sanctions
- Scam / Fraud
- Narcotics
- Human Trafficking
- Cybercrime Organizations
Assets linked to critical risk categories are not eligible for return.
5. Suspension and Blocking of Transactions
If indications of AML/KYC/KYT violations are identified, MonetaGO.exchange shall:
- suspend transaction execution;
- block assets associated with the transaction;
- restrict the User’s access to the Service.
Assets may be blocked for up to 180 calendar days strictly for the purpose of conducting compliance checks and fulfilling mandatory legal, regulatory, payment partner, or law enforcement requirements.
Blocked assets are not used by the Service for its own operational or commercial purposes.
6. Asset Unblocking Procedure
6.1 Mandatory KYC Verification
To initiate the asset unblocking procedure, the User must complete simplified KYC verification and provide the Service with a full set of requested materials.
The User is required to provide:
- a photo or scan of an identity document;
- a video selfie holding the identity document;
- a continuous, clear-quality video in which the User:
- states their full name and identity document number while holding the document next to their face;
- states the name of the service MonetaGO.exchange and the recording date;
- states the transaction reference number and creation date;
- demonstrates the source of the transaction (wallet / account / application), currency, and amount; if a mobile application is used, the service name and URL must be clearly visible;
- a handwritten statement confirming that the User personally initiated the transfer from their own wallet, specifying the wallet address, transaction hash, and confirming the absence of third-party involvement;
- the wallet address or bank account to which the User requests the return of assets.
6.2 Submission Deadline
All requested materials must be submitted within 48 hours from the moment the Service sends the verification request.
Until the complete set of documents is received, the verification and unblocking procedure shall not commence.
6.3 Expiration of Blocking Period
Upon expiration of the asset blocking period (180 calendar days) from the date the User completes KYC verification, the User must independently contact the Service’s support team at support@monetago.exchange.
Such contact must be made no later than 30 calendar days after the expiration of the blocking period.
6.4 Failure to Provide Information
If the User fails to provide the requested information or does not respond to the Service’s requests within 30 calendar days from the date of the first request:
- the compliance review shall be deemed incomplete;
- asset return shall not be executed until the User fully complies with all AML/KYC/KYT requirements or until mandatory instructions are received from competent authorities.
7. Asset Return
Assets suspended as part of AML/KYC/KYT review are returned only if all of the following conditions are met simultaneously:
- completion of the compliance review by the Service’s security team;
- absence of prohibitions or binding requirements from competent authorities;
- completion by the User of all required verification procedures.
Assets are returned exclusively to the original wallet address or bank account from which they were received.
Change of return details is not permitted.
A return processing fee of up to 10% of the transaction amount applies, in addition to any applicable network or payment system fees.
8. Fiat Transactions
For transactions involving bank cards or bank accounts:
- transactions are permitted only from the payment instrument owner;
- transfers to third parties are strictly prohibited;
- returns are executed exclusively to the original payment source.
9. Data Storage and Disclosure
User personal data is processed in accordance with confidentiality principles and may be disclosed to law enforcement authorities, regulators, and payment partners only where lawful grounds exist and strictly to the extent required to comply with AML/KYC/KYT obligations.
10. User Responsibility
The User bears full responsibility for:
- the lawful origin of funds;
- the accuracy of provided information and documents;
- compliance with this Policy.
Submission of false information, forged documents, or attempts to bypass compliance procedures constitutes grounds for refusal of service and the application of measures provided for under this Policy.
11. Policy Amendments
MonetaGO.exchange reserves the right to amend this Policy without prior notice.
